Weather is not merely a parameter of the operational environment; it often emerges as a decisive factor in the success or failure of a military operation. Alongside the enemy and the terrain, it constitutes one of the three fundamental factors that every commander must assess and take into account during both the planning and execution of a mission. From the initial planning phase, to operational action on the battlefield, meteorological conditions directly affect troop mobility, the functionality of weapon systems and the effectiveness of air support.

Temperature, humidity, winds, cloud cover, and visibility become critical variables that military staff must analyse and integrate into operational planning. In a modern battlefield, where the speed of decision-making is crucial, accurate weather forecasting can influence key decisions, determine the timing of critical missions, and necessitate adjustments to strategy. At the same time, extreme weather conditions test both the endurance of personnel and the reliability of equipment, creating additional challenges in the execution of operations. Understanding and exploiting weather as a force multiplier has remained, throughout history, one of the most important prerequisites for the successful execution of military operations.

Within PROTEAS, the METOC AI Services address this need by turning weather data into reliable, mission-relevant intelligence that commanders and connected systems can use in planning and execution of missions.

From weather data to useful intelligence

Commanders need practical answers: Will conditions limit movement? Could weather affect sensors, drones, or communications? Should a mission be delayed, rerouted, or accelerated? Generic weather apps are not enough. Military users need information that is relevant to the mission area, checked for quality, stored reliably, and shared in a form that other systems can use automatically.

The METOC part of PROTEAS is designed: to collect weather data from trusted open sources; accept additional inputs from users in standard digital formats; check data quality before it is used; produce forecasts on a regular basis; store results so they remain available even if a live feed is unavailable; and share outputs through standard digital interfaces, so other PROTEAS components can use them. In this manner, weather information/intelligence ceases to be a separate report and becomes part of the common operational picture.

This design keeps the service running when data sources are unstable and allows METOC to connect with other PROTEAS intelligence and command-support tools.

How METOC works with other PROTEAS tools

METOC is built to work in conjunction with ‘neighbouring’ components of PROTEAS, not as a standalone weather app. It receives weather inputs from external sources, mission-related inputs, and optional data from operators. In return, it provides processed weather products and forecasts to connected tools, including systems used for intelligence analysis and map displays. Using standard digital connections makes integration more straight-forward and easier to deploy across different mission setups.

Where METOC fits in the overall PROTEAS system

METOC acts as a weather intelligence service, within the wider PROTEAS System-of-Systems (SoS). It connects to sensing, intelligence, and command-support capabilities. Its job is to add weather context to planning, timing, and risk assessment. By embedding METOC in the main system, rather than as a separate utility, PROTEAS helps command teams make more thoroughly assessed and better coordinated decisions, when conditions change.

Why it matters in practice

The METOC work in PROTEAS brings practical benefits:

(i) Better awareness: weather is readily accessible and usable in planning, not hidden in some background process.

(ii) Faster decisions: updates and forecasts are shared in a consistent digital form, allowing faster and more informed decision-making.

(iii) Higher resilience: stored forecasts can still support operations if a live data source becomes briefly unavailable.

(iv) Easier integration: other PROTEAS tools can connect without building one-off custom interfaces per adjacent component.

These benefits matter most when missions are highly mobile, time-critical, and subject to changing conditions.

Looking ahead

METOC is being integrated and tested with other PROTEAS components during the ongoing prototyping and demonstration activities. The aim is practical deployment: weather intelligence that is reliable, shareable, and useful where decisions are made. In PROTEAS, weather is treated as mission information and the project is building the digital path to use it that way.
